ALLAN OSORIO BELCIÑA is the second child of Bienvenido Z. Belciña and Matilde Osorio. He graduated from the University of San Carlos with the degree of Bachelor of Science in Chemical Engineering and passed the board exams the same year.
He went on to work in Nonoc Island and could not resist the charm of a lovely lass from Surigao. Soon he married GENEVIEVE PENECITOS.

He went on to work as an executive at PASAR in Isabel, Leyte until his retirement. He is now a marketing consultant at MESCO Inc. for Mining & Metals.
